Air Intake Air Filter
You need a new air intake. Air filter canister has to come out.
On board air is one of the most useful additions I have on my TJ. Brad Kilby at kilbyenterprises.com provides compressors and mounting kits that simplify the installation. I dropped by his shop and he put together a complete package including fittings, air hose and one of his mil-spec electrical switches.

On the 1998 TJ, if you have air conditioning and you want to keep it, you have to remove the air filter canister to make room for the York compressor. I opted for the Rock-It intake from Turbo City. No, it didn't increase my MPG and if it increased the horse power, I can't tell. But it does make an interesting whistling noise at certain RPMs. And, yes, I have a prefilter.

Its always a good safety precaution to start by disconnecting the battery. Then remove the air filter canister. Remove the clips that hold the top on and remove the filter. That will expose the 3 bolts that hold the canister to the fender well. The nuts are easily accessible from the underside of the fender.
