There is a small opening in the frame that you can squeeze the lock and flat washers and the nut through and gingerly thread onto the end of the bolts. Start with the top bolt or you'll find the bottom bolt is in your way as you reach for the top bolt. You really need long skinny fingers to get these in place. You might try using some weak glue to hold the washers and nut together so you only have to maneuver one object instead of juggling all three pieces.
Don't tighten the support brackets, yet. You'll find it easier to get the 8 bumper bolts in place if you have a little freedom of movement in these supports. The really difficult bolts are the ones that go through the new holes you drilled in the crossmember. You'll find them a lot easier to deal with if you loosen the fuel tank and move it from side to side.
