Once the original bumper has been removed, you have to use the template provided to drill 4 new holes in the cross member. In order to line up the template, we shined a flashlight through the existing holes, which are your reference points on the template. It got us close, but we could have done better.

Having 20/20 hindsight, here is a suggestion that I didn't get a chance to try. Make a copy of the template and use a bit of tape to place the templates on each side of the crossmember. Use a long straight edge, such as one a carpenter or contractor might have to make sure that all of the holes are on a straight line.
